NIMS Training
The National Incident Management System (NIMS) is the national framework for managing incidents of every size. FEMA maintains the current NIMS training requirements and course list; the baseline courses most EMS and first-response personnel need are IS-100 (Introduction to ICS), IS-200 (Basic ICS), IS-700 (Introduction to NIMS), and IS-800 (National Response Framework), all available free online.

FEMA Emergency Management Institute
The Federal Emergency Management Agency (FEMA) provides free, self-paced independent study courses through the Emergency Management Institute (EMI). EMI is the national focal point for emergency management training for federal, state, local, and tribal officials, volunteer organizations, and the public and private sectors. Instruction covers the four phases of emergency management: mitigation, preparedness, response, and recovery.

California Specialized Training Institute (Cal OES)
The California Specialized Training Institute (CSTI) is the training arm of the Governor's Office of Emergency Services. CSTI delivers emergency management, hazardous materials, terrorism, and exercise design training to California's first responder community, and coordinates the statewide training strategy for WMD, CBRNE, and terrorism response.
